TAS:Woman, 96, to be deported to UK

HOBART, Aug 11 AAP - A British great-grandmother is set to be deported, after being
refused a visa to live out her days in Tasmania.

Gladys Jefferson, 96, has been living at White Hills in northern Tasmania for the past
12 months on a tourist visa after coming from the Isle of Wight to spend time with her
family.

Ms Jefferson's daughter, Bridget Grigg, then applied for a contributory parent visa,
which allows parents to join their children in Australia provided they can support themselves.

The Immigration Department refused the application, meaning Ms Jefferson faces deportation
to the United Kingdom.

"The bottom line is she doesn't fit the health requirements and she would be a drain
on the Australian pocket," Ms Grigg told the ABC.

Ms Grigg said her mother would be able to support herself through the British pension
she receives.

A spokeswoman from the Immigration Department said the family can apply to have the
case reviewed through the Migration Review Tribunal.

Qld: Off duty cop caught drink driving

BRISBANE, Feb 18 AAP - An off-duty police officer with a blood alcohol reading almost
three times over the legal limit has been caught drink driving in central coastal Queensland.

The 35-year-old man from Townsville was found to have a blood alcohol reading of .149
during a random breath test in Rockhampton around 5.05am (AEST) today, police said.

The incident follows other recent cases of off-duty police officers caught drink driving
in Mackay and Bowen.

Queensland Police Commissioner Bob Atkinson said the Ethical Standards Command would
conduct investigations into the incidents.

A wide ranging survey and investigation of police officers attitudes towards drink
driving has also commenced, said Mr Atkinson.

The man is due to appear in the Rockhampton Magistrates Court on Monday.

A New South Wales gynaecologist has been found guilty of indecently assaulting two
women .. but acquitted of inappropriately touching another three patients.

Judge GREG WOODS heard the trial without a jury in the NSW District Court.

The doctor .. who can't be named for legal reasons .. had pleaded not guilty to indecently
assaulting the five patients in 2002 and 2003.

He'll be sentenced on a later date and the judge has continued his bail.

A beached whale found on Boxing Day on the NSW south coast has died.

Whale rescue organisation ORRCA says the 12-metre Bryde's whale weakened overnight
.. despite hopes a high tide could help it reach the ocean early this morning .. and it
died around 5am (AEDT).

Members of the public discovered the whale on Seven Mile Beach near Shoalhaven Heads
village just before midday on Sunday.

ORRCA volunteer SHONA LORIGAN says National Parks are now in control of disposing of
the whale's carcass .. but it's in an awkward position.

NAROOMA, NSW, Aug 17 AAP - Rowdy protesters have greeted Tony Abbott as the opposition
leader hit the campaign trail on the NSW south coast on Tuesday.

Mr Abbott was in Narooma, in the marginal seat of Eden-Monaro, late on Tuesday afternoon,
to talk with locals about the coalition's plans to open up marine parks.

But an idyllic walk by the pier was gate-crashed by a group of vocal environmentalists,
who tailed Mr Abbott throughout his long meet-and-greet.

Mr Abbott also struggled to be heard during his press conference, as the protesters
continued to shout out, prompting clashes with coalition supporters.

"Climate, forests, marine parks," they yelled, which was met with calls for them to
"shut up" and to "have some respect".

"We're a fishing town, we just want to fish," one man said.

Moments earlier, Mr Abbott's security officers had to intervene when a koala suit-clad
protester offered the opposition leader a plate of fish and "woodchips".

Some of the protesters want the coalition to close down the Eden woodchip mill.

Mr Abbott plans to scrap the marine parks process if the coalition wins government
on Saturday, opening the door for widespread fishing.

Amid the protest, he defended the move, saying the fishing community depended on the
sea and would therefore protect it.

NSW: More child-sex charges for Catholic priest

A NSW Catholic priest .. who's facing multiple child sex charges .. has been arrested
again over a further .. similar allegation.

The 48-year-old's been arrested over allegations he assaulted a boy at a convent at
Maitland in the NSW Hunter region in the 1980s.

He's been charged with indecent assault and committing an act of indecency on a person
aged under 16 years.

He's been granted bail on the matters and is due to face Newcastle Local Court on May 5.

He was already facing 20 child sex charges .. for which he'll next face Newcastle Local
Court in June.

Fed: Urgent legislation needed to fix military court ruling

The federal government will move urgent legislation to reinstate the old military court
martial system after the High Court declared the new Australian Military Court to be unconstitutional.

The decision's thrown into question the outcome of 171 cases finalised since the AMC
came into existence in October 2007.

Defence Minister JOHN FAULKNER says the government will try to introduce legislation
to parliament as soon as possible to validate the court's decisions and to bring the court
martial system back as an interim measure.

He says the government will then move to create a military court system which complies
with the Constitution.

JOBIE DAJKA's father says Australian sports officials should be tormented by guilt
about the cyclist's death.

STAN DAJKA's told his son's funeral in Adelaide today .. he died without fulfilling
his dream of racing at the Olympics.

The 27-year-old former world and commonwealth champion died at his Adelaide house on
April 4 .. with his body found three days later.

Police have deemed the death not suspicious.

DAJKA spiralled into alcoholism and depression following his controversial omission
from Australia's 2004 Olympics team for lying to a doping inquiry.

A family friend has read Mr DAJKA's eulogy to about 500 people at a northern Adelaide
church .. in which he admitted he's bitter.

He's conceded the troubled times .. but says the good times outweighed the bad a million-fold.

The DAJKA family banned Cycling Australia executives from attending the funeral.

MELBOURNE, Dec 12 AAP - Police who shot dead a 15-year-old Melbourne boy during a confrontation
on Thursday night did everything they could to subdue him, Victoria Police say.

Three officers fired at the teenager as he threatened them with knives in a skate park
in Melbourne's north about 9.30pm (AEDT), after two doses of capsicum spray failed to
stop him.

Assistant Commissioner Tim Cartwright said police had also fired a warning shot.

"He was saying: `Kill me, I am going to kill you'. He had been saying that through
the confrontation," Mr Cartwright told reporters on Friday.

"I don't think police were trigger happy but that's why we've got a coroner and the
homicide squad to do a full investigation on (the coroner's) behalf.

"As far as I know, it happened in a matter of seconds. The police backed off, the young
man was extremely agitated, he had two knives and the three officers saw fit to fire on
him."

Mr Cartwright said the teenager had been involved in a family dispute earlier in the
day and had tried to take two knives from the family home before he was disarmed.

There was no history of drug use or psychological problems with the boy but he had
been involved in a minor assault that police knew about, he said.

"The family told us he left the house in an agitated state. He's gone to the Northcote
shopping plaza and stolen two knives from K Mart," he said.

Mr Cartwright said the police had acted consistent with their training and had not
failed in their job.

"If we step through the events and the investigation we've conducted today, the members
did everything they could to talk him down. They deployed OC (capsicum) spray, they backed
off," he said.

"At the end of the day one of our member's lives was at risk and the three members
saw fit to defend that member.

"This is not a police failure. It's a dreadful tragedy, it's a failure of the community
that we get a young man in these circumstances where the ultimate outcome is he violently
approached police and he's shot dead."

The shooting has prompted renewed calls for Victorian police to be armed with Taser stun guns.

Police Association secretary Senior Sergeant Greg Davies said that while the full circumstances
of the tragedy were not yet clear, a Taser gun may have prevented the fatality.

"Certainly, it seems this may have been a situation where a Taser gun could have been
deployed," Snr Sgt Davies told AAP.

"You can almost guarantee if the circumstances were conducive to the use of a Taser,
then using a Taser would have meant he wouldn't have had to have been shot. He would have
been temporarily disabled and handcuffed."

Victorian Criminal Justice Coalition Convenor Father Peter Norden said they had advocated
for more than 15 years for an increase in specialist response teams to people suffering
disturbed behaviour.

"The use of capsicum spray and a violent confrontation is often the worst possible
response to a young person displaying emotional or psychiatric symptoms," he said.

"The Victorian community calls for a more sophisticated response in dealing with disturbed
individuals, particularly very young people."

SYDNEY, Aug 8 AAP - Country NSW will be dangling hundreds of jobs and cheap housing
in front of Sydneysiders this weekend in an attempt to lure them to the bush.

The Country Week Expo will be held at Rosehill in western Sydney, with stalls from
more than 60 local councils and other regional organisations.

The 770 jobs on offer range from an architect's position in the central western town
of Dubbo through to a boilermaker in the northern coastal town of Coffs Harbour.

Regional Development Minister Tony Kelly said a Country Week real estate survey also
revealed renting a four bedroom home in country NSW was up to $7,500 a year cheaper than
in Sydney.

He said the average home on acreage in regional NSW cost about $310,000, compared to
the $435,000 you'd spend on a small block on Sydney's outskirts.

"I know many families, particularly in western Sydney, are facing mortgage stress,
high rent and long journeys to work, but there is a better life out there, in country
NSW," Mr Kelly said in a statement.

"I can tell you myself, as a country resident, I know the advantages of bringing up
a family in regional NSW with lots of open space, a relaxed lifestyle and the support
of a close knit community."

The expo starts today and runs until Sunday.

SYDNEY, Aug 28 AAP - Police officers have rescued an unconscious elderly woman from
a river on the NSW north coast.

The 71-year-old woman is undergoing treatment in hospital after police pulled her from
the Hastings River.

About 6.10am yesterday a walker raised the alarm at Port Macquarie police station after
spotting the woman in trouble in the river.

Three officers ran from the station to the riverbank.

One dived into the water while the other officers helped bring the woman ashore.

They performed CPR for several minutes before she revived on her own.

The elderly woman was taken by ambulance to Port Macquarie Hospital and remains in
intensive care but her condition has improved.

Acting NSW Corrective Services Deputy Commissioner Don Rodgers said there was widespread
support for Mr Smith among his colleagues.

"We are hopeful he will improve over the day, we are being continually updated and
we have staff with him at all times to support him and his family," Mr Rodgers said.

"There's an enormous amount of support among corrective services officers across the state."

The 37-year-old man is charged with maliciously inflicting grievous bodily harm, police said.

Mr Kelly said while it was the first serious assault on a prison officer for four-and-a-half
years, he was still very concerned.

"Our statistics record is very good compared to the other states but it is a worrying
issue," Mr Kelly said.

Mr Rodgers said Corrective Services would today launch its own investigation.

It will look at what happened on the day of the alleged attack and the inmate's movements
through Junee, Lithgow and Silverwater prisons over the past 12 months, he said.

"We will not be encroaching on the criminal investigation," Mr Rodgers said.

"We will simply be looking at our processes and protocols that saw him arrive at Silverwater."

The motive for the alleged attack is believed to be the inmate's anger at an increase
in his security classification, from minimum back up to medium, Mr Rodgers said.

The inmate had previously been downgraded as he was nearing the end of his sentence
on April 25, he said.

"My understanding is that because he was reclassified from minimum to medium it would
have meant a change of location again, and obviously he got upset."

Qld:Truckies injured, highway closed after truck accident

BRISBANE, Feb 15 AAP - Three truck drivers have been injured in an accident involving
three semi-trailers which has closed the Bruce Highway in south-east Queensland.

Police said the highway was expected to be closed in both directions until at least
midday after the accident shortly before 1am (AEST) today on a stretch of road known locally
as the "Big Dipper", about 35kms north of Gin Gin.

One of the truck drivers has been taken to Bundaberg Hospital, another to the Gin Gin
Hospital and the third driver who suffered only minor injuries did not require hospitalisation.

Motorists, except for heavy vehicles, have been advised to use the coast road between
Bundaberg and Agnes Waters to avoid the Bruce Highway.

An alternative route for heavy vehicles is through Biloela.

SAN FRANCISCO -- Visa International today announced that common global specifications for the electronic purse (stored value) will be published later this year, paving the way for world-wide interoperability of electronic purse schemes.

Joining Visa in making today's announcement were two of the world's largest operators of domestic electronic purse programs - the ZKA in Germany and SERMEPA in Spain. The three partners together account for the majority of the world's electronic purse cards and have a strong presence in the majority of the countries where electronic purses are currently used.

The agreement between ZKA (Zentraler Kredit Ausschuss, which represents the German banking industry and operates the Geldkarte scheme), SERMEPA (the technology subsidiary of Visa Espana, which represents over 150 financial organizations and operates the world's largest Visa Cash program), and Visa International, will mean that the 50 million electronic purse cards issued by the various members of the three associations will become interoperable. This effort has been the result of a task force integrated by Visa International, ZKA and SERMEPA over a one year period.

To date, most electronic purse schemes have been national systems with no international utility. Visa has been pushing for common specifications for some time and had publicly committed to working with other schemes to broker a standard. Today's announcement is a major breakthrough to establish a truly international electronic purse standard.

Commitments to adopt the new common specifications, once they are published, have also been received from the Italian electronic purse operator, SSB, and the national payment organization in Sweden.

Existing Visa Cash schemes in 17 countries around the world and over the Internet, including five programs in Latin America which use technology developed by SERMEPA, will be able to migrate to the common specifications. There are currently over eight million Visa Cash cards world-wide. The electronic purse schemes operated by the ZKA, SERMEPA and Visa International, account for more than half of the world's total electronic purse cards.

The move is particularly significant for Europe, where the 1999 introduction of a common currency - the euro - has created added impetus for a suitable cross border electronic purse solution. In the future, the new standard will allow cardholders to make purchases with electronic purses in euros when travelling around Europe. It is also crucial for the use of electronic purse cards over the Internet, since cardholders will be able to conduct international transactions without having to leave their homes.

The global electronic purse specifications, available later this year, will make use of public key technology and ensure that each electronic purse is capable of holding multiple currencies. Cardholders will be able to store their home country's currency, the euro and any other foreign currencies all on one card.

Edmund P. What she offers instead is off-the-wall imagination and some scintillating wordplay. What follows is a barbed satire on our times, the growing absence of opportunity for quiet reflection and our inability to truly communicate with one another in the age of the mobile phone and the internet.

At the book's centre is the extended dinner party in a fashionable Greenwich house where the author's wit sparkles like cut glass. It would be truly appalling actually to be there, but as a reader you want it never to end.

There's also an extremely funny/sad passage in which a memory-challenged old lady makes a break for it from a hospital, and in both episodes Smith's ear for natural dialogue from completely different social milieus is unerringly accurate. PHILADELPHIA -- Verizon's discontinuation of the automatic delivery of residential white pages listings in Pennsylvania is estimated to keep approximately 2,200 tons of paper out of the commonwealth's waste stream annually.

Yellow pages directories - containing business and government white pages, customer information pages and yellow pages ads - will continue to be delivered, and information about accessing residential white pages listings will be displayed on the covers and table of contents of those directories.

To improve efficiency and reduce the environmental impacts associated with printed directories, Verizon last year notified the Pennsylvania Public Utility Commission of its plans to discontinue the delivery of residential white pages in 2011. The company noted that significant resources are expended annually to print and automatically distribute directories to customers who may not want or use them.

"Environmental stewardship is a key priority at Verizon, and this initiative will go a long way to reinforce our commitment to a greener Pennsylvania," said Gale Given, president of Verizon Pennsylvania. "We've also given our customers a number of convenient ways to continue to access residential white pages listings at no cost to them."

Residential white pages usage has decreased considerably due to the Internet and mobile search options. Gallup estimates the consumer usage for residential white page directories had dropped to about 11 percent in 2008.

Verizon expects to end the automatic production and delivery of printed residential white pages directories throughout its service area, which encompasses 12 states and Washington, D.C., by the end of the third quarter of 2011. Doing so will keep approximately 17,000 tons of paper annually out of the country's waste stream.

Reducing the use of paper is a significant part of Verizon's comprehensive sustainability efforts. In 2010, more than 325,000 additional Verizon customers across the country signed up for paperless billing, joining the 2.4 million customers already receiving their bills online. Last year alone, the company's online billing customers saved more than 68,000 trees by going paperless. One of the hardest things to live down is a good reputation--that insidious word-of-mouth legend that follows you long past any basis in reality. For decades, computer knowledge was the driving wheel of my public persona.

I've had a personal computer for as long as any of us could have had a personal computer. Those first underpowered, overhyped boxes were fun because they could be made to do things. Simple things, but things you made happen. You hunted for the tools to do these small things, or you made your own tools and shared them proudly in that tribal circle we used to call computer clubs.

When personal computers became reliable enough to do a little light bookkeeping and the occasional noncritical text file, I began a long and gritty slog through the business world. We selected engines and built the interfaces around them.

As nerd clusters formed companies and started to develop integrated software suites with shaky but semiconsistent internal logics and commercial availability, we all went commercial. You could throw one of these dogs on a machine, design an exotic boot screen, gin up various fill-in-the-blanks forms, and have some suit cross your palm with silver.

Voodoo internal networking and steam-powered modems provided the next wave of income and job security. Nobody but the one that cobbled these monsters together could keep them from running amok. End users treated you like some benevolent alien life-form when you rescued them from some "press any key" disaster.

The corporate world was soon flooded with eager young faces with something called "a degree in computer science," whatever that was. Personal computers moved to Microsoft DOS (the dark place), with a few percentage points of boutique operating system outliers on exotic hardware, and I had to make a transition.

When Windows took over, we were still able to design splash screens and forms, but now the results were less impressive and harder to sell as innovation. Personal computers became less interesting and more pervasive. I moved inexorably from corporate developing to single user or very small business consulting. Maybe it was less glossy for the old resume than a Fortune 500 and counting firm name, but it was a whole lot kinder to my digestive tract.

New generations of Windows got crankier and crankier about being poked around in their innards. When Windows went from an overlay to a foundation, it turned into a black box. You could take a fistful of classes, attend endless seminars, and develop applications for it, but in the end, you still didn't have control, you went along. A $3,000 course in resource management doesn't make much sense when your typical client is trying to figure out how to turn the damn thing on.

Enter the internet. HTML wasn't much, but it could generate lots of fairly easy income. Good times. You could author and charge for a finished website package and contract to fix it when it fell apart. Every time a new generation of HTML offered new tools, you could go back to the same clients and make them feel uneasy with the retro-tackiness of their public faces. More good times.

Focusing on the interweb tubes paid the bills nicely and gave you access to instant client cred. All you had to do was pull up some of your best efforts in front of a potential new client and sharpen your pencil. As the field became more lucrative, it became more competitive. My digestive tract was starting to talk to me again.

At this point, my wife decided we could run away from home and get away with it. Lucky is the caveman who only has to go out and kill money and drag it home. She had been collecting both our incomes for years and managed to hold on to it until the eagle screamed. It was time to leave the big city and move to the boonies. As an extra bonus, when we put our home up for sale, a fit of madness had infected the Orange County, Calif., real estate market.

Consulting became advising, and working all day became semiretirement. We moved to Pismo Beach, Calif., the only beach community that has lost a little under 800 people since the last census. This is a dismal, terrible place wreathed in eternal fog and cursed with ocean-polluting giant flocks of pigeons. Just because the pictures make it look like paradise and the people appear friendly, don't be fooled. You really do not want to move here, please. I just stick it out to build my character.

It was time to take stock. Yes I knew computers, but the computers I knew no longer existed. The knowledge that drove my once-deserved reputation had become, for the most part, archaic and useless. The next transition was to overqualified reviewer and commenter. I was tapped to do a series of columns on various software and hardware offerings under the title Tools of the Trade. It kept me involved while things continued to evolve.

At the same time, my new set of "gentlemen's hour" surfing crew "bruddahs" started referring to me as that guy who knows computers. The "gentlemen's hour" is that time between the "Dawn Patrol" and the "sneak a session in at lunch bunch" populated by silver-haired, fairly in-shape surfers who can spin yarns of ever-growing dimensions and still back them up with a respectable showing in the water, considering the demographic.

Computers really got personal. When a friend asks you to fix his or her beloved box, you truly start to understand the meaning of pressure. And then you discover you can't really fix it. You can slap it, fiddle with it, and breathe a little life into it, but no amount of your orthopedics will get rid of that limp. Something deep in the nether regions, something tiny and elusive, will continue to pop up for no apparent reason and confound your best efforts. I did not want to admit to it, but my skills had become limited, and the operating system had become so complex and interdependent that anything truly critical probably required somebody professionally involved on a daily basis to resolve it.

When I reached out to the uber-geeks that had formed squads and roamed the streets like gypsy pot menders, I discovered a new set of realities. Nobody knows how to fix PCs anymore. They know how to bring them back to point A. Sure, if a video card tanks, they can put in a new one. If a hard drive crashes, they can put in a new one. But if the computer is more than 18 months old, you need a new one to support the ever-expanding requirements of the latest operating system.

If it is just the operating system driving you mad, you have three choices: Warm boot, in case the brain freeze is random and once you clear its memory, it comes to its senses. Cold boot, if it's a little more serious and you really need to flush the tanks and clear the decks. There is no longer time or more stressful period than those endless eons between a full lockup and a successful cold boot. There is plenty of time to develop a sour stomach, raging headache, and sense of betrayal from a tool into which you had invested so much trust.

After that third or fourth unsuccessful attempt, it finally dawns on you that life as you know it is about to implode. The pressure on the last option is in direct proportion to the quality (and frequency) of your data backup and the age of the computer.

The third and final option is a complete reinstall. A 2-year-old computer will have a set of restoration discs that reflect the state of the operating system at the time of purchase. Any patches, tweaks, or updates will have to be re-acquired and installed. It is more than a little disconcerting to think you are home-free only to have control taken away from you and a seemingly endless array of service packs and other must-have updates flooding in. After the operating system is through with you, you still face third-party updates you have to chase down one at a time. Video card and printer drivers and all the applications required by those external gadgets need to talk to the main box. Networks will need reconfiguring. The list goes on.

It started to dawn on me that I really hadn't lost that much. My skills are still on a par with the new gurus. They simply acquire newer tools and get paid by the hour--hours I'm increasingly willing to pay for. In fact, even those skills that these techies depend on are becoming obsolete. Almost everything is disposable and immediately replaceable, usually with something cooler and cheaper. The personal computer is the last of a long line of Tinker Toys.

PCs are fast becoming the digital equivalent of hot rods. Upgradeable hardware and endless arrays of options appeal to enthusiasts and confound the masses. There is nothing crankier than a confounded mass. I know because I am one sometimes.

Personal data storage matters; the state of the gadgets that use and create that data is increasingly fluid. Once your data is safe, preferably in multiple places, such as clouds, external hard drives, and maybe a DVD or two for the real belt-and-suspender stuff, you should feel a palpable pressure drop. All external data is about access and filtering. Now that my legacy is secure, what's next?

Here I sit waiting for my first early retirement Social Security check to arrive, something my wife refers to as my allowance, and I find myself taking stock and looking to reinvent myself for the next wave, whatever it is.

What a long, strange trip it's been. The arc of that long-winded walk through my history with PCs has taken a lot of strange turns and twists. What tools are left in my hardware toolbox?

My current personal desktop computer is developing a personality. It's a couple of years old and it has come to the conclusion that just because it used to do something does not mean it feels any obligation to continue doing it indefinitely. There are blue screens of death and grave dangers if I violate these new boundaries. If things keep moving in the current direction, this very well may be the last of a long line of this particular type of contraption.

My Xbox 360 plays anything developed for it, for the most part, without a hitch. PC gaming is still the domain of the Fan Boy, and those $500 video cards are amazing. They can also melt down and refuse to run the latest games for no apparent reason. The Xbox 360 also streams Netflix (what doesn't these days?), plays music, and provides access to a huge online community through Xbox Live.

The Sansa Fuze MP3 player does exactly what I bought it for: It plays MP3 files with great reproduction and minimum hassle. It is not the control freak its more famous competitor is.

My Samsung geezer phone (I forget the real model but geezer phone covers it) has big readable numbers and takes calls and messages without a hitch. I don't really have much use for texting, but live and let live.

I don't own a smartphone but a great many people I know do. There are those who truly need all the horsepower and flexibility these little beauties provide. But based on observations in the field, it appears to me that a lot of them are just really great toys and fashion accessories. I love a great toy myself--always have (just ask my wife).

Tablets, not yet, but soon. Apps, nuggets in pretty paper.

What about Tools of the Trade? What can I offer to a community as skilled and invested as the readers of this publication? What unique insights can I offer to people that can reach into the heart of the information storm and find exactly what is required?

Can I offer insights on the creation of state-of-the-art networks or new developments in advanced data hashing? Not really. By the time I get up-to-speed and generate a coherent review that makes it through the publishing time warp, the target will have shifted. How about in-depth analysis of the current state of cyber libraries and their internal design? Not so much. But here is something I can do.

I am the one who has developed into the target. The one whose short-term memory is eroding a little and is not really feeling the pinch because you and yours have given me the tools to find what is required when it is required. What will it take to continue this evolution?

I know what goes into an elegant interface and how and why to praise it. I can also tell when the emperor has no clothes. So send in the next wave. Everything is trying to do everything. Hardware is shrinking, expanding, and evolving. Less is more, more is less. I can mishandle, drop, and generally disrespect a new gadget with the best of them. Bring it on.

It Pays to be Lazy: Lazyinvestors.com Portfolio Triples in 3 Months.

He came up with the idea while deployed to Afghanistan where internet access is sparse, requiring a much more hands off approach. "My motto is that being lazy is far more profitable than active trading, so my rule is to buy only one ETF and forget about it for a while."

For investors who think they've missed the boat, he reminds them of what the site's original article stated: "During our days of subscribing to Motley Fool newsletters, there was a lot of talk about turning $10k into $1 million in 50 years simply by investing in the S&P 500 index, which has averaged gains of 10% per year over the past century. We think it can be done quite a bit faster than that." Uzbekistan undertakes measures to support human rights institutions.

TASHKENT, October 14 (UzReport.com): Prime Minister Shavkat Mirziyayev signed a resolution of the Cabinet of Ministers "On complex measures on state support of national institutions on human rights" on 30 September 2008. The document was signed to create necessary conditions for effective activity of national institutions on human rights of Uzbekistan. The document approved a complex measures on strengthening of material-technical base of national institutions on human rights of Uzbekistan in 2008. Finance Ministry of Uzbekistan was ensured to allocate funds in 2008 to Secretariat of Human Rights Commissioner of Oliy Majlis of Uzbekistan and National Center of Human Rights from reserve fund of the Cabinet of Ministers to purchase furniture, vehicles, computers, software and other means. Starting from October 2008, the Human Rights Commissioner of Oliy Majlis of Uzbekistan and its Secretariat will receive subsidies for publication of print materials, subscription to information publications and literature, payment of membership fees in international institutions, participation in international forums and expanses on vehicle maintenance. The Uzbek Agency for Communication and Information will provide communication and Internet to the Human Rights Commissioner's Secretariat and develop websites for national institutions on human rights till 1 November 2008.

Wi-Fi metro-networks & dot-bomb deja vu.(Seybold)

philadelphia has decided to join the ranks of cities that offer wide-area Wi-Fi. What is going on here? Wi-Fi was designed to serve the last 300 feet. Even so, some believe that Wi-Fi will conquer the world and become ubiquitous. Philadelphia is not the first city to be bitten by the wireless broadband bug. Some cities are building Wi-Fi networks that will be available for both public and private services, and some are even using these shared networks for their public safety data needs.

This makes no sense to me. The public safety community would be better served using the 4.9 GHz spectrum that has been set aside for it and leaving the 5 GHz band for public access. Turning a local-area technology into a wide-area technology creates too many issues. I'm sure I will be deluged with mail from other Wi-Fi-enabled cities telling me it is working just fine. However, in some cases interference is making Wi-Fi basically useless for wide-area communications.

If cities believe that Wi-Fi will increase their revenue magically, they quickly will be disillusioned. Wi-Fi is not a new pot of gold but rather a sinkhole that will cost them money. I continue to question the economics of these systems. No one has proved that any terrestrial data-only system currently is making money or that it will in the near future.

USER PROFILES Who will use metro-area networks? Will they be used by those who live and work in the city? By visitors who are traveling on business? Will they be used to bypass DSL and cable systems? Will they compete with high-speed wireless wide-area data systems such as Verizon's CDMA2000 1XEV-DO?

Some cities plan to charge for using these networks and some will provide Wi-Fi as a free service (which defeats the "income" portion of the equation). In any event, the networks will be built and made available even as such questions remain unanswered. According to the computer/Internet industry, Wi-Fi is the biggest thing to happen to the wireless industry in a long time. In reality, there are not enough notebook computer users willing to pay for a city's Wi-Fi service to make it profitable.

Even if PDA users tap into these networks, I doubt there is money to be made there. Will the next step be to try to compete in the voice market with VoIP on these systems? I'm sure that many folks are salivating at the prospect of being able to use these networks for both voice and data services, figuring that they will save a bunch of money on their voice calls.

The biggest impediment to profitability is that once these networks are built, they are expensive to maintain. And other players won't stop building networks just because there is a metro network. Companies that want more secure wireless access within their own walls will continue to deploy, people will build out networks in their homes, and others within these cities will want to compete for a piece of the business.

These systems all operate on unlicensed spectrum. Operators will need to spend a great deal of time on maintenance and managing interference to and from the systems. There is no guarantee that what is built and working just fine today will continue to do so tomorrow as more companies add access points.

Although most of these systems will start out with great fanfare, I predict that over the next few years, they simply will fade into the sunset and become experiments that failed due to financial constraints. Some will fail because the city will lose interest, and some will fail due to falling prices of DSL, cable and high-speed wide-area data services that will put pressure on a flawed economic theory.

You can count on many cities following suit with their own Wi-Fi networks because that train has left the station and won't be stopped, even by a lack of economic justification. But those networks won't be around three years from now. You would have thought that the lessons we were supposed to have learned during the dot-com boom and bust would still be fresh in our minds. I guess this just proves how short our memories really are.
